For Rock Band 4, yes assuming you have the proper dongles for all the controllers. The only Guitar Hero that's playable on PS4 is Guitar Hero Live and that does not support older controllers because it requires the 6 fret controllers that were made specifically for that game.
The GH2 Gibson SG is a safe bet, and so is the GH3/Aerosmith Gibson Les Paul guitars. Try and stay away from the WoR guitar, though; quality is iffy at best on those ones. Rock Band guitars also work on any GH game after GH3 (again, except Live). Make sure the guitars are for Xbox 360. PS2/PS3/PS4/Xbox One guitars won't work.
