Had the same issue. If you are using Windows 7, you need to run the game in compatibility mode for Windows XP SP2. To do this, go to C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto Vice City and right click gta-vc.exe. Then click Properties.
Also in the game it won't work. This is not only annoying, it's kinda impossible to play Vice City without a mouse. You can never shoot straight without a mouse. I have a TerraTec Mystify Razer BoomSlang 2100, plugged into the USB port. This same setup works just fine with GTA III, so I really don't get it. Help would be appreciated :bows:
