Generally, the best thing to do at your level is salvage gear and sell it. Low-Mid level salvaged materials are usually more valuable than top level materials. Alternately, salvage gear and use it to level crafting skills you are interested in. Or salvage and hoard the materials for later.
The vertical progression in this game is your personal skill level, not your gear. You do get stronger while leveling up to 80, meaning that stats increase while leveling, so vertical equaling strength is correct. Once reaching 80 however, it's all about horizontal skill and class progression and tiers of gear.
